General Rules
The effective date of the rules, regulations and procedures contained herein are effective July 15,2000, regardless of the date when a competitor receives actual knowledge or a copy of these rules. The rules, regulations and procedures contained herein supercede all previous rules, regulations and procedures heretofore adopted or promulgated by Miami Speedway.
The rules, regulations and procedures are applicable to all events promoted by Miami Speedway and held at Hialeah Speedway.
Miami Speedway Officials shall decide any disagreement or dispute regarding the meaning or application of the rules, regulations and procedures contained herein.
The interpretation and application of these rules by Miami Speedway Officials shall be final and non-appeal able except as provided herein. All members and competitors expressly acknowledge and agree that the determinations by Miami Speedway Officials as to the applicability and interpretation of these rules are non-litigable, and all members and competitors covenant that they will not initiate or maintain litigation of any kind against Miami Speedway or anyone acting on behalf of Miami Speedway, to reverse or modify such determinations or to recover damages or to seek any other kind of relief allegedly incurred or required as a result of such determination, unless Miami Speedway Officials made such determinations for no other purpose than a bad faith intent to harm or cause economical loss to a member or competitor. If a member or competitor maintains or initiates litigation in violation of this covenant, said member or competitor agrees to reimburse Miami Speedway or anyone acting on behalf of Miami Speedway, for the cost of such litigation including but not limited to reasonable attorney's fees and costs in the event Miami Speedway is the prevailing party.
The rules promulgated herein are intended to insure that Miami Speedway events are conducted in a manner that is as fair as possible for all competitors, consistent with the interest of safety and to promote finality in competition results. On occasion, circumstances will be presented that are either unforeseen or are otherwise extraordinary in the strict application of these rules. In such rare circumstances, Miami Speedway Officials may make a determination regarding the conduct of the race, the eligibility of a competitor or similar matters that are not contemplated by or are inconsistent with these rules in order to achieve the goal and the intent set forth herein.
Miami Speedway Officials can make special rules for an event due to extraordinary conditions. Special rules shall apply to the conduct of that event so long as said rules are published or announced prior to the commencement of the event in a manner or method most reasonable calculated to inform those members or competitors who will be affected by said special rules.
Officials charged with Interpretation of Rules in Specific Areas
The Miami Speedway Board has final interpretation of all rules in all areas.
The Pit Steward shall have charge of the pit area at all times and interpretation of all rules affecting the pit area and shall further advise the Miami Speedway Board of any infraction. Infractions for speeding in the pit area are as follows:
First Offense- warning
Second Offense- 1 week suspension and $50.00 fine
The Technical and Safety inspector shall have charge of the interpretation of and procedure regarding the safety of all racecars and shall further advise the Miami Speedway Board of any rule infraction for inappropriate behavior in Tech area as follows:
Two week suspension
The Flagman and Race Director shall have charge of the competition area and the interpretation of the rules applicable to this area and shall further advise Miami Speedway Board of any infractions.
Anyone causing demonstrations within the pit area, track or upon the premises of Miami Speedway before, during or after a race or any official meeting shall be subject to a fine up to and including suspension. Anyone causing or participating in any kind of disturbance or altercation, upon the Speedway premises will be subject to a fine up to and including suspension .
Anyone subjecting an official, board member or track employee or volunteer to abusive or inappropriate conduct at any time shall be subject to fine and suspension as follows:
First Offense- 2 week suspension
Second Offense- 4 week suspension and $250 fine
Third Offense- Board Member discretion
Anyone who engages in fighting on Speedway property will be automatically fined and suspended and subject to legal prosecution. Fines and suspensions for this infraction shall be as follows:
Driver or pit crew members enter another pit area to fight- 2 week suspension and $150.00 fine
Driver or pit crew member throws a punch- 6 months suspension and $250.00 fine
*Second offense can include permanent suspension from Speedway.
Anyone involved in unsportsmanlike conduct or in such conduct which would violate any federal, state or municipal law will be subject to the following:
Intentional Crashing- 4 week suspension and $500.00 fine
Intentional Crashing- Safety violations 6 week suspension and $1000.00 fine
Confront another driver on track- 2 week suspension and $150.00 fine
Refusing to leave track- 2 week suspension
Anyone brandishing a knife, gun or any lethal weapon on Miami Speedway property will be permanently suspended and subject to legal prosecution.
Anyone in the Pit area under the influence of alcohol or narcotics before the completion of the racing event will be subject to the following:
First Offense- 4 week suspension and $250.00 fine
Second Offense- 6 week suspension and $500.00 fine
Third Offense- permanent suspension from grounds
Insurance
All individuals entering the pits/ restricted area every race event must sign the insurance waiver. All individuals must abide by all rules, violators will be ejected immediately. Anyone failing to sign the release form will be ejected and subject to a fine and suspension as well as assuming any and all liabilities.
Persons admitted to the pits and other restricted areas of the speedway must obey all rules and regulations set forth by Miami Speedway. Each individual that is admitted to the premises for any event must sign all releases as determined and/or required by Miami Speedway. Violators will be immediately ejected from the premises.
Anyone who gives, lends or uses an authorized pit pass shall be subject to fine and or suspension or both. All pit passes must be worn in plain sight at all times.
Liability
All participants hereby grant Miami Speedway the right to represent them in assigning rights for reproductions of events by either electronic or print media and automatically assigns the right to use likeness, name, etc. in media related materials and/or advertising for the promotion of Miami Speedway/Speedway events.
Illegal parts- Miami Speedway reserves the right to confiscate any illegal and or unapproved part(s). Any use of components utilizing mercury for the enhancement of performance shall be deemed ineligible to compete and such violation of the law will be reported to the appropriate authorities. Owners/Drivers are responsible for cleanup and all associated costs.
Car owner/Driver is responsible for conduct of everyone associated with car. Abuse, cursing or threatening another person will result in ejection of violator and possible disqualification of car.
Possession of Alcoholic beverages and glass in the pit/restricted area is prohibited. Individuals under the influence of alcohol or narcotics will not be permitted in pit/restricted areas. Drivers using or in possession of alcohol/narcotics will be subject to a fine up to and including suspension from grounds.
By submitting an entry application and/or taking part in activity relating to the event, you hereby agree to abide by Miami Speedway/Official decisions and agree that all decisions are final, non-appealable and non-litigable. By entering such competition driver further agrees race area and driving condition are safe. All competitors assume full responsibility for all injuries sustained including death and property damage.
Injuries must be reported to an Miami Speedway Official prior to leaving the premises.
No persons or crew members are allowed on track for any reason after events begin. Violation results in a fine up to and including suspension. Second violation is grounds for immediate suspension up to and including permanent suspension from grounds.
W-9 Forms are the responsibility of Owner/Driver. Owner/Driver/Employee must complete all paperwork prior to event.
Track may refuse to accept any entry car/person, for any reason and is not obligated to give a reason.
Excessive speed in pits will result in fine and possible suspension from grounds.
No driver will exit racecar on the track for any reason except for an emergency. Exiting a car on the racetrack will result in a fine and possible suspension. Second offense will include fine up to and including permanent suspension from grounds.
Car contact under a yellow/red flag condition will result in a fine, possible suspension and probation. Second offense will include fine up to and including permanent suspension
Any driver participating in any event is required to attend drivers meeting. Any driver failing to attend the mandatory meeting will forfeit original starting position, thereby going to the rear of the field.
Safety
Miami Speedway or track officials may inspect any/all cars for safety in compliance with the rules at any time. General Safety- All race cars are subject to safety inspections at any time and shall comply with all safety suggestions as submitted by Miami Speedway/Speedways, regardless as to whether the requested equipment, remedy or device is listed in the Rule Book.
If and when deemed necessary, officials shall have the authority to insist upon a physical and or eye examination of any participant.
The Flagman may place any driver at the rear of the field, or prohibit any car from starting or continuing a race if the Flagman considers the driver to be a source of danger.
Brakes- On the request of officials, brakes must be in working order on all four wheels.
Fire extinguishers- On board system recommended with the nozzle in fuel cell area. Others must have an approved fir extinguisher (minimum 2.5 pound) securely mounted with reach of the driver while strapped in seat. Extinguishers must have pressure gauge or charge indicator, also must have quick release mount. If halon extinguisher is used, current safety seal must be intact.
Fuel- Only automotive pump fuel or racing fuels. The gasoline shall not be blended with alcohol, either or other oxygenates and shall not be blended with aniline or its derivatives, nitro compounds. Fuel may be taken for testing at any time by track officials. Miami Speedway/Speedway reserves the right to require exclusive use of Official Fuel.
All Fuel Cells and installations must be Miami Speedway approved. Fuel Cells shall be mounted behind the rear firewall. No rigid spouts or pipes shall pass through the body. All fuel cells must have a check valve in the vent line. Fuel cells must be protected from all sides. This includes a protective bar behind the fuel cell. No exceptions. Steel safety straps must pass under the fuel cell from side to side and from front to rear and across the top of the cell. This strapping must be securely fastened to the inside of the frame rails. Welded or bolted through only. Minimum ground clearance for any fuel cell is 10 inches. No tolerances.
Kill Switch is required and must be mounted within easy reach of the driver and safety crew. For Cyclones and Pure Stocks without switch, battery must located under the hood and easily accessible. Starter must be in working condition. No electrical traction device allowed.
Helmets, fire suits (must be nomex or equivalent), gloves, shoes and eye protection must be worn anytime the car is on the track. All helmets must carry original Snell approval certification. All fire suits, gloves and shoes must carry original certification. Fire resistant underwear is recommended.
Seat and Seat Belts- A three inch minimum seat belt /five point harness required. Seat belts must fasten to seat mounting bars not to floorboards. Must be dated and no older than three years old. A racing seat is required and must be aluminum only in all classes. Any seat that does not extend behind driver's head must have headrest installed. Seat must fasten to roll cage and not floorboards. No driver shall compete in any event with head or arm outside if car.
All cars must be equipped with approved window net on driver's window with a seat belt type quick release at the top front corner. Net must be mounted to roll cage and cannot mount to any body part of the vehicle. The net must fold down. Side window opening must be a minimum of 24 inches in length.
Track approved tire only. Absolutely no treating.
All weight added to the race car must be drilled and bolted onto the race car through the weight. Vehicles not in compliance will not be allowed to practice, qualify or race. Absolutely no weight shifting devices of any type.
No fluid leakage- must have catch tanks/recovery system. No anti-freeze allowed. Any car found to have anti-freeze will be disqualified.
Battery must be securely mounted and hot leads insulated.
All race cars must have roll cage. Four-point cage is required. with the exception of Cyclones all other classes must have a minimum of 4 bars on the driver's door. Installation of cage must be approved by SFRA to participate in any event. Roll bars must be steel pipe or tubing a minimum of one and on half inches outside diameter. With minimum .090 inch wall thickness. No square tubing or galvanized pipe allowed. All welds must be gusseted.
Safety Rules are subject to change at the discretion of Miami Speedway/Speedway.
No nitrous oxide may be used at anytime.
All accelerator pedals must have a foot operated mechanical return provision. Two returns springs required.
All cars utilizing a clutch that does not have a self contained clutch housing must have a bow proof bell housing, flak blanket or other track approved clutch containment device.
Race Rules and Procedures
Rough Driving-
1st offense- warning
2nd offense- 2 weeks suspension
3rd offense- track discretion
Intentional Crashing- 4 weeks suspension and $500.00 fine
Intentional Crashing (major violation) 6 weeks suspension and $1000.00 fine
Getting out of car to confront another driver 2 week suspension and $150.00 fine
Flag Rules
The Flag Rules set forth in the section are to provide drivers with the necessary information concerning the use and procedure of the flags used in race events at the Hialeah Speedway.
The Flagman shall have complete charge of the cars at any time they are on the track.
The Infield Steward shall be in charge of the infield under the direction of the Flagman.
Standard racing flags will be used in all races.
When the pole car receives the green flag, the race is officially underway.
On a red flag vehicles will be allowed to enter the pit area and make repairs. Races will not be held up any longer than necessary to clean the track area. When reentering the track from the pits you must fall in at the rear of the field after making repairs. the only work allowed on race cars on the track are checking air pressure in tires and wiping windshields.
When the black flag is given, the driver must slow down and keep clear of all other cars in the race and must pull into the infield or pits at the first opportunity. Failure to comply with the black flag directive may result in disqualification. Disqualification because of black flag will not count towards any suspension time.
The yellow flag means caution and when given by the Flagman, all cars on the track must slow to a parade lap speed. Any car gaining a position or passing under the yellow flag shall be penalized at the end of the race the same number of positions gained under the yellow flag regardless of whether or not the car or cars passed under the yellow flag remain in the race. Yellow flag laps will not be scored in races of thirty laps or less. When yellow flag laps count and if you are involved in an accident, you must fall in line and hold your position. There will be no racing back to the start finish line. All lapped cars must move to the outside on restarts.
When the blue and yellow striped flag is given, the cars to which said flag applies must move to the outside of the track to allow the car or cars that are lapping them to pass without delay. Failure to comply with this flag will result in disqualification.
When the checkered flag is given to the lead car the race is officially over. All other cars will be awarded their position on the distance traveled in the event.
On original starts all cars jumping the green flag more than once will go to the rear of the field. Any car jumping the green flag more than three times will be disqualified.
On restarts any car jumping will be put back on the next caution flag or at the end of the race which ever comes first.
Protest
Only drivers who participated in the race can file protests. A driver can only protest cars finishing in front of him or her. All protests shall be presented to the Pit Steward or Inspector within ten minutes after the race in question. If the protest is such that it will hold up the payoff, it must be accompanied by $100.00 in cash which will be forfeited if the protest is not upheld. All protests shall stand until the protest is satisfied.
Any engine parts visible by removal of intake manifold and cylinder heads $125.00
Any engine part other than the above add another $125.00
Front/rear suspension, engine accessories, engine P&G and rear end inspections $50.00
Any visual inspections (no tools or disassembly required) $50.00
Inspection of transmission, flywheel, clutch and pressure plate $150.00
Track fee for all above protest $25.00, in addition to cash and inspection fee $50.00 if complete engine is protested.
All claimers must be accompanied by cash in the amount of the claim, to be held by Miami Speedway until disposition of protest.
Request of the recheck of scoring or race finish must be accompanied by $100.00 in cash.
Protest for Enduro and special event races can only by made by Miami Speedway/Track Officials.
When your car is protested, you must comply within 15 minutes of notification of your car being protested or you are disqualified and have no appeal rights. Any car leaving the inspection area within 30 minutes, if protested shall be considered disqualified. Any disqualified car will automatically lose all driver points and monies for that race meet.
Visual protests must be made thirty minutes prior to start of feature.
Track tech inspector may check ant an all cars before, during or after a racing event regardless of finish without posting any fees.
When you fail to let any official check your car, the car shall be considered disqualified for the meet and all future meets until inspected.
Payoffs will be for one hour only after the last feature event. After the payoff windows are closed, do not come to the office for the money. Monies must be picked up by the next two race meets or it will revert back to Miami Speedway.
